35-year-old Kelvin Plain killed in an officer-involved shooting in Waterloo

The man killed in an officer-involved shooting in Waterloo on Sunday has been identified as 35-year-old Kelvin Lee Plain, Jr.

The Iowa Department of Public Safety is investigating the incident, which also left two Waterloo Police Officers injured.

Waterloo Police responded to a report of a man riding a bike with a gun in the 200 block of Manson Street around 8:22 a.m.

Plain fled from officers on foot through Sullivan Park.

Officers used a taser on him, causing him to fall. Plain then fired his handgun at the two officers, one of whom was inside his police vehicle.

Both officers returned fire, killing Plain.

The officers are hospitalized but in stable condition, with one expected to be released on Monday.
