1 person shot outside Octave Live Music Cafe on Phelps Street in Youngstown

All Clear Issued for YSU Lockdown; No Suspect Found in Parking Deck

A Penguin Alert has been issued to students at Youngstown State University after the suspect in a recent shooting was reportedly last seen on campus.

According to the alert, the suspect in the shooting near Phelps and Commerce Street in Downtown Youngstown was spotted in the Wick Avenue parking deck on YSU’s campus.

As a result, the entire university was placed on lockdown, and students and the general public were advised to stay off campus. An all-clear notice has since been issued, indicating that police activity at the university has ended.

YSU Police reported that no suspect was found in the parking deck.

Additionally, downtown businesses such as Avalon Downtown Pizzeria, Oh Wow! Science Center, and the Public Library of Youngstown and Mahoning County on Wick Avenue were also on lockdown.

Avalon and the library have now reopened, but the status of Oh Wow! is currently unknown.

The suspect is described as a Black male wearing a white shirt, grey sweatpants, and a black backpack.

Youngstown Police Captain Jason Simon informed that one person was shot outside of the Octave Live Music Cafe on Phelps Street.

The victim was taken to the hospital and is believed to be in stable condition.

The area around Phelps and Commerce Street has been cordoned off with police cruisers and crime scene tape.
